The Housing Authority of the City of Bloomington is seeking a highly qualified and motivated individual to serve as Executive Director. This leadership role involves overseeing all operations, including administration, management and financial control, while ensuring regulatory compliance. The Executive Director will collaborate closely with the Board of Commissioners to develop and implement policies that align with HACB’s mission of providing quality, affordable housing and fostering self-sufficiency opportunities for low- and moderate-income citizens of McLean County.
Key Responsibilities:
Lead and manage all aspects of HACB operations, ensuring the effective administration of approximately 616 public housing units and 783 housing choice vouchers (HCV), including those for McLean County.
Ensure compliance with federal, state, and local regulations governing public housing and housing assistance programs.
Develop and implement strategic plans and policies in collaboration with the Board of Commissioners to enhance service delivery and operational efficiency.
Oversee financial management, including budgeting, forecasting, and reporting, to ensure fiscal responsibility and sustainability.
Foster relationships with community stakeholders, government agencies, and other organizations to promote HACB’s mission and objectives.
Lead efforts in program development and improvement to better serve the needs of low and moderate-income residents.
Manage staff, providing guidance, training, and support to promote a positive work environment and professional growth.
Qualifications:
Bachelor’s degree in Public Administration, Business Administration, Social Work, or a related field; Master’s degree preferred.
Minimum of 5 years of experience in public housing, community development, or a related field, with at least 3 years in a leadership or management role.
Strong knowledge of federal, state, and local housing regulations and policies.
Proven track record of financial management and budgeting.
Excellent communication, interpersonal, and leadership skills.
Ability to work collaboratively with diverse stakeholders and a commitment to serving low-income populations.
Candidates must have a Public Housing Manager certification or obtain within one year of employment.
